Constructive Engagement with Rising Centers of Power

New rising centers of power increasingly play an important role in UN efforts around the world. These actors include UN member states whose leadership role and level of engagement in the international arena has greatly increased over recent years (for instance Brazil, Russia, India, China, South Africa, Turkey). Also, regional intergovernmental organisations (such as the African Union, and the Association of Southeast Asian Nations) have come to play an increasingly important role working in partnership with the UN to prevent violent conflict. These actors bring a broad range of perspectives, priorities and capacities related to conflict prevention. In order to foster constructive engagement with these important actors, the UN system needs to deepen its understanding of these diverse perspectives, while new actors need to strengthen their knowledge and interactions with the UN system.
QUNO New York Activities
QUNO New York has conducted a variety of activities aimed at sharing perspectives and fostering constructive engagement from rising centers of power in UN prevention efforts. Work in this area has involved collaboration and joint activities carried out between QUNO New York’s prevention and peacebuilding programmes including:
In November 2011, QUNO New York worked with the American Friends Service Committee to host a visit by four leading UN scholars from China. The visit included a public event, co-hosted with the Conflict Prevention and Peace Forum, entitled “Chinese Perspectives on UN Peacekeeping and Peacebuilding”. The event, attended by UN staff, diplomats, and NGOs, provided an introduction to current research activities within China and an opportunity for informal discussion and exchange.
In April 2011, QUNO New York worked with the American Friends Service Committee to host a delegation visit of six Chinese academics to Burundi and the Democratic Republic of Congo. The visit provided an opportunity for the delegation members to gain a deeper understanding of UN peacebuilding and prevention efforts on the ground.
