Webinar Series on Conscientious Objection to Military Service

The Quaker United Nations Office (QUNO), Connection e.V., International Fellowship of Reconciliation (IFOR), and War Resisters’ International (WRI) are pleased to present a new webinar series on conscientious objection to military service in war time. 

The series will include an overview on conscientious objection to military service in war time and webinars each focusing on a particular conflict with the participation of conscientious objectors and campaigners on conscientious objection to military service.

Report on Conscientious Objection to Military Service and Refugee Status Determination

To mark International Conscientious Objectors' Day on the 15 May 2021, QUNO is pleased to be releasing our new publication on conscientious objection and refugee status determination procedures. This report aims to support informed refugee status determination for conscientious objectors to military service seeking asylum by highlighting relevant international and regional standards and jurisprudence and analyzing national guidance.

International Standards on Conscientious Objection to Military Service

This updated paper lays out the ways in which conscientious objection has been recognized and is protected under human rights treaties and mechanisms, taking into account developments in international standards that have occurred since 2015. These strengthened standards can be used by frontline organizations as a tool to limit suffering, improve lives and challenge root causes of injustice.

Conscientious objection to military service: activities at the 35th Session of the Human Rights Council

The 35th Session of the Human Rights Council saw important developments on the issue of conscientious objection to military service.

QUNO welcomes the presentation to the Council of the Analytical report of the High Commissioner for Human Rights, noting in particular its focus on good practice towards recognition of this right and the serious gaps in implementation around the world. The report offers a series of concrete recommendations to States towards closing this implementation gap.

QUNO to host side event on the Right to Conscientious Objection to Military Service: Towards Implementation

QUNO will host a side event at the 35th Session of the Human Rights Council on the issue of conscientious objection to military service. The event will be held on Monday 19 June 2017, 12:00-13:00 Room XXVII, at the Palais des Nations.

Following the presentation to the Human Rights Council of the Analytical report of the High Commissioner for Human Rights this side event will explore the report and look to what further steps the Council can take on the issue of conscientious objection to military service.

New UN report on conscientious objection to military service – call for inputs

The UN Office of the High Commissioner for Human Rights has issued a call for inputs on the issue of conscientious objection to military service (see attached file).

The compiled information will lead to a new UN report on the topic. The report will provide the most comprehensive outline of the latest developments, standards and remaining challenges relating to conscientious objection to military service. The previous report, from 2012 can be found here

A new Human Rights and Refugees Representative at QUNO Geneva

In February, Rachel Brett who has been Representative, Human Rights and Refugees (HRR) at QUNO Geneva since 1993 announced her plan to retire.  After an international selection process, Laurel Townhead has been appointed to this position from 18 August; we extend a warm welcome to Laurel. Laurel obtained her Master's degree in International Human Rights Law from the University of Essex in 2003. She has experience, among other issues, of work on women in prison, children of prisoners, conscientious objection to military service and support to asylum seekers.

Meeting of the European Bureau of Conscientious Objectors in Brussels

QUNO attended the meeting of the European Bureau of Conscientious Objectors in Brussels. At the meeting, QUNO reported on recent developments at the United Nations regarding the right of conscientious objection to military service. In particular, QUNO highlighted new Guidelines on International Protection issued in December 2013 by the United Nations High Commissioner for Refugees, which focus specifically on claims to refugee status related to military service.

QUNO co-sponsors 'Conscientious Objection to Military Service: Challenges and International Responses' Human Rights Council side event

At the 25th session of the Human Rights Council, QUNO co-sponsored a side-event entitled “Conscientious Objection to Military Service: Challenges and International Responses”, with the Permanent Missions of Costa Rica, Croatia and Poland. During this side event, which was moderated by Rachel Brett from QUNO, the panellists explored different elements of the right to conscientious objection. The Special Rapporteur on Freedom of Religion or Belief, Heiner Bielefeldt, addressed the philosophical underpinnings of conscience and the right to conscientious objection.

Rachel Brett, QUNO's representative for Human Rights and Refugees, delivered training to conscientious objectors at the Foro Internacional Por la Objeción de Conciencia al Servicio Militar Obligatorio in Bogotá, Colombia. This presentation focused on the international standards on the right to conscientious objection to military service and alternative service applicable to Colombia.

UNHCR issues ‘Guidelines on International Protection No. 10: Claims to Refugee Status related to Military Service’

QUNO welcomes new Guidelines on International Protection relating to claims to refugee status based on objection to military service released by UNHCR. These Guidelines focus on individuals who seek international protection as refugees to avoid recruitment and service in State armed forces, including conscientious objectors, as well as forced recruitment by non-State armed groups. They will provide guidance for governments, decision makers, lawyers and the judiciary as well as UNHCR staff.

A Conscientious Objector's Guide to the International Human Rights System

QUNO launched a user-friendly Conscientious Objector's Guide to the International Human Rights System. Together with the Centre for Civil and Political Rights, War Resisters International and Conscience and Peace Tax International, QUNO has made this guide available on-line and on paper, in English and in Spanish.

UN Adopts First-ever Resolution on Conscientious Objection

On 6 July, the UN Human Rights Council adopted its first-ever resolution on conscientious objection to military service. The resolution requires the Office of the UN High Commissioner for Human Rights to publish a regular report on new developments, best practices and remaining challenges regarding conscientious objection around the world. This will ensure that developments at international and regional level, in many of which QUNO is involved, will be brought to the attention of a wide audience, including all governments.
